CLEMENCY
FOR A FIRST OFFENDER.
The Lad Who Stole
Buggy Wheels is Not to be Prosecuted.
Clemency is sometimes a better cure
than punishment for crime. Will Cooper was discharged
from court today because it was found that he was not
guilty of stealing a pair of buggy wheels from Frank
Metcalf. He had bought bought them for $1.
This morning a 15-year-old lad went
before Prosecuting Attorney Shannon and acknowledged
taking the wheels. He had seen them at Metcalfs and
was seized with a desire to make a cart. Cooper urged him
to sell them later, and he did so. It was the boys
first offense, and he offered to pay the costs and to pay
Coopers money back. Attorney Shannon reasoned that
the boy had already repented, and that a jail sentence
would only harden and make more of a criminal of him.
Accordingly he was not prosecuted.

Today's Feature Protest to No Avail.
Council member J.D. Whitledge
characterized upcoming price increases by Cox
Communications for internet access as
"excessive" during the City Council
meeting in City Hall last night. He noted that
the Cox Express Lite package was scheduled to
increase from $19.95 to $24.95, a 25% increase.
Whitledge also expressed
concern over the Limited Basic package that will
raise from $10.28 to $11.00, a 7% increase.
Cox System manager Terrill
Bradley told the Council that recent increases by
program providers had been up to 20% and other
overhead costs justified the increase.
In other business the Council
approved a contract with the Missouri Highway
Department for the construction of a roundabout
to replace the intersection of Airport Drive,
Grand Avenue, and Highway 571 (Garrison Avenue).
The City will contribute $100,000 to the project
using grant money it has available through the
state.
According to City Administrator
Tom Short, the contract calls for construction to
begin next spring and to be completed by the
first part of September. Council members Chuck
Tobrock and Ronnie Wells voted no.

Mornin',
Most likely the approval by
the Council last night of new boundaries for
the City Wards and precincts will have little
affect on most folks. Accordin to Mayor
Johnson, those who have been placed in
another precinct will be notified by mail.
There was some
shufflin of lines, but mainly to keep
existing polling places within the
existin wards.
The Mayor and City
Administrator Short are scheduled to be
headin to Jefferson City this
mornin to pick up the check from the
Missouri Veterans Commission for $604,000 to
help with the renovation of Memorial Hall.
Short told the Council that unless the
weather got really nasty, theyd be
there. The Governor is supposed ta be in
attendance also. Smile for the camera.

PRIME TIME
WITH KIDS

At our house, the smell of
popcorn popping usually signals the start of a
much-anticipated weekend. When its an
extended holiday weekend, we always like to have
extra munchies on hand for friends and family who
come and go. Here are two popcorn snack recipes
that are real crowd pleasers. And theyre
fun to make!s
Indian Corn
Snack
Pop 2 quarts of popcorn and
place in a large bowl. Melt 1/2 stick of butter
or margarine over medium heat. Add a 10-ounce
package of marshmallows and stir constantly until
melted. Pour the mixture over the popcorn. As you
stir, toss in raisins and a variety of chopped
dried fruit such as peaches, apples, apricots and
cranberries.
When mixture is comfortable to
touch, let your kids coat the palms of their
clean hands with margarine and mold the popcorn
mixture into shapes to resemble ears of colorful
Indian corn. For a serving size, make the ears 4
inches long. Push a wooden skewer into one end of
each ear of popped corn for a handle. Set on wax
paper. Makes about 15.
Honey-Nut
Popcorn
Pop 3 quarts of popcorn and
place in a large bowl. Meanwhile, combine 1/2 cup
melted butter or margarine and 1/2 cup honey in a
small saucepan. Heat until well blended. Add 1
cup chopped nuts. Pour the mixture over the
popcorn and mix well.
Spread popcorn mixture in a
thin layer on cookie sheets and bake in
350-degree oven for about 12 minutes until crisp.
Stir often to avoid burning. Cool. Store in
airtight container.
