A Chronological Record of Events as they have
Transpired in the City and County since our last Issue.
Thought He Was Held Up.
Frantic Screams of a
Stranger When Marshal Stafford Halted Him.
Sunday evening about dusk
Marshal Stafford and two police officers were in the east
part of town on an investigating tour. The marshal
stopped on Third street a little west of Orchard street
while the officers who were with him went on to another
point.
Pretty soon a man came
running along Orchard street as hard as he could go and
turned up Third street. Marshal Stafford supposed it was
some one whom his officers had startled and that the man
was getting away.
"Halt." said the
marshal.
The young man paused a
little in his flight and then turned to run harder than
ever.
"Halt!"
exclaimed the officer in even more commanding tones than
ever.
At this the fleeing man
gave the most unearthly scream which could be heard
blocks away, and ran faster than ever.
The officer gave pursuit
in earnest and punctuated his footsteps with admonitions
to stop and finally caught him.
"Are you a police
officer," said the frantic runner. "Well do you
know I thought I was being held up, and you nearly scared
me to death. I am running to catch a car which is nearly
due to go out. Come back a block or two with me and I can
soon satisfy you as to who I am."
"Go ahead and catch
your car, I will take your word for it," said the
satisfied marshal. "When you did not stop when I
halted I supposed you were certainly crooked and that was
why I followed."
The man continued his
sprint for the car and made it after chasing it around
the square to the southwest corner.

Property Lists Due Today.
News release
Jasper County
Assessor Donald Davis, reminds property owners,
including businesses, that they must report all
personal property owned or held on January 1st to
the Assessors office by March 1, 2006.
those not returning a completed list to the
assessor by the deadline may be subject to a
penalty, ranging from $10 to $100 depending upon
the value of the property. The statutes provide
the assessor with almost no discretion to waive
the penalties.
Davis said,
"Until recently, few penalties were applied
and lists were commonly filed late. The law was
amended in 1994 to require the penalties, and ,
whether we like the law or not, compliance has
increased dramatically."
In January, the
assessor mailed every property owner reflected on
the assessors records a form upon which the
taxable personal property must be reported. If
anyone failed to receive a form or lost the form,
a new one can be obtained by contacting the
assessors office at (417) 358-0437 or (417)
625-4355 or Room 207 at the Carthage Courthouse.
"People have
a lot going on in their lives, and its easy
to forget to turn in the personal property
list," Davis said, "So we make every
effort to remind people to return the forms to
the Assessors Office by March first."

Although it is sometimes tough to get things
implemented through City government in a timely
manner, working with the City over a period of
time has ta be somethin like tryin to
lasso a horse while ridin a bull.The problem is that ever year or
so there is the distinct possibility that the
members on the Council will change. That leaves
open opportunities for efforts of advancement to
be derailed over time. That basically means that
any decision can be changed by a simple vote of
six individuals (seven if the Mayor objects).
Employees of the City seem to have adjusted to
the constant trainin of "bosses,"
but puttin together a long term arrangement
over a period of several years must be
nerve-rackin for those doin business
with the City.
Id have ta figure time is
right when the fire is hot.

Here's
A Tip

"I was starting a knitting project using No.
6 knitting needles, but I discovered the tip on
one was broken off. Rather than buy another set,
I tried using a pencil sharpener. It worked very
well. I imagine it would work on any size. This
was a plastic needle." -- M.J. in Florida

goes on a picnic or brings lunch that requires
taking along a knife, I use a couple of corks
that I have slit down one side. I slide them onto
the sharp edge of the knife, so that if I stick
my hand in the basket I dont get cut. The
knifes edge is protected." -- C.D. in

When you get near the
end of a roll of paper towels, save it to use in
your car. Put together a kit to keep in the car
with the following items: a small bottle of
Windex or other glass cleaner, a squeeze bottle
of water, some wet wipes and the short roll of
paper towels. You will always be ready for a
quick on-the-road cleanup.
The kitchen and the
bathroom are the worst places in the house to
store medicines and vitamins. Humidity and heat
can damage the properties of the compounds.
