Today's Feature Dally Files Petition for Clarification.
A petition challenging the
qualification of Attorney Susan F. Butler as a
candidate for the Republican nomination for the
office of Circuit Judge, Division II,
Twenty-ninth Judicial Circuit was filed last
Tuesday by Attorney David Dally. Dally has also
filed for the position.
In the petition, scheduled to
be heard by Judge Baldridge next Monday at 1:30,
Dally says that Butler fails to meet the
requirement of the Missouri Constitution because
she was not a qualified voter "of this state
three years next preceding (her) election."
The petition asks the court to
find that Butler "is not qualified to seek
or hold the office of Circuit Judge." A copy
of Butlers Jasper County voter
registration, dated March 6, 1998, is included in
the document. It states that Butler has lived in
Jasper County three years and in Missouri for
fourteen years.
Dally told the Mornin
Mail yesterday morning that this is a
question of interpretation and only a judge can
rule on the issue. He said it needs to be settled
early so everyone can proceed with confidence.

Background: Hugh was
born and raised in Carthage. He graduated from
Carthage Senior High School in 1951. He then
attended Joplin Junior College, and the
University of Kansas City. He has been married to
his high school sweetheart, Ruth Williams, for 45
years. He served in the U.S. Army, the Missouri
National Guard, and the Army Reserve. He
worked for a large national corporation in
Dallas, Texas. Then for 23 years he has owned and
operated a small business. Therefore, he is
familiar with problems of both large and small
business. While living in Texas, he experienced
the tremendous growth of both Dallas and Irving.
When he moved to Irving it was about the size of
Carthage, and when he left in 1985, it had a
population of more than 200,000! Therefore, he
has first hand knowledge of the challenges that
growth can bring, and how these problems can be
solved. Hugh was on the organizing board of Main
Street Carthage, and served eight years on the
Library Board of Trustees (last six years as
President). He is interested in tourism,
volunteer work, and historic preservation. He is
a member of the First United Methodist church,
Carthage Chamber of Commerce, Main Street
Carthage, Victorian Carthage, Carthage Historic
Preservation, Friends of the Library, Masonic
Lodge, past president of Carthage Kiwanis, and
member of the National Association of Watch and
Clock Collectors.
Why Run/Qualifications: After
completing his three term limit on the Library
Board, and being semi-retired, he feels he can
still make a worthy contribution to the City of
Carthage. He feels that his varied background
enables him to bring a fresh new approach to city
government.
Goals: He wants to bring
current city projects to a successful conclusion,
and help the City to be ready to face the growth
and opportunities that lay before us.

Background: Born and
raised in Carthage, Kenneth graduated from
Carthage High School in 1945. He worked more than
43 years for the Missouri Department of
Transportation retiring in 1989. During his
career Kenneth was an assistant to the Resident
Engineer on the Carthage Bypass and other major
highway projects.
Why Run/Qualifications: He
would like to bring back confidence in city
government to the people of Carthage. Kenneth
served six years on the Parks and Recreation
Board and five years on the Board of Public
Works. He also served as President on both boards
as well as the city council from 1990-1994.
Goals: Kenneths
goals include an infrastructure upgrade and more
industry for the city. He is not running for or
against any one issue, only for the betterment of
Carthage.
