Equitable Library Funding Discussed.

The City has proposed a method of calculating funding for the Library and the Parks & Recreation Board that may bring to an end the annual discussion of what is fair and equitable.

In 1984 the City entered into an agreement with the Library and Parks and Recreation Board in which the City agreed to fund the entities equal to the amount of personal property tax funding. This agreement helped gather support for eliminating the property tax and passing a transportation sales tax. This so called "hold harmless" agreement has been interpreted several ways by various Councils and board members over the years. These disagreements led to a threat of litigation by the Library Board in 1997.

According to City Administrator Tom Short, the City wants to use the Transportation sales tax as an indicator of funding. He says the $41,423 funding for the library would be adjusted by the same percentage of change as realized in the Transportation Tax.

The proposal was discussed at a meeting last Thursday with Budget Committee members and Library Board members. The Council and Board will have to approve.

Mornin',

I've finally accepted the fact that summer is over. I try to delay that conclusion as long as possible, but it's time to perform the annual fall rituals of puttin' the wash tub over the lawn mower and drainin' the water out of the hose. Won't be long till the leaf rakin' is an absolute necessity either. Just as a reminder, if ya rake leaves into the storm gutter, they plug up the system and flood the neighbors. Now this may have some appeal to some of you, but it not only isn't very neighborly, it's against the law here in Carthage. Even with the new high powered street sweeper it's tough to plow through a four foot stack a leaves.

Ya might see some big piles of leaves in the street, but the street department usually stacks 'em up to pick up later in the day in a truck so they don't wash into the drain system. Burnin' is still more fun and legal.

This is some fact, but mostly,

Just Jake Talkin'.

Q: I'm not sure why, but the previous owner of our home removed all the window screens. I found them and want to use them, but some are rusted and dirty. What's the best way to clean them and remove the rust?

A: If they're just dusty, a vacuum cleaner with a brush attachment can do the job.

You might try taking the rusty screens to a do-it-yourself car wash and using its equipment to pressure wash them wiht hot, soapy water. Just make sure the power doesn't damage the screen portion.

A light coating of spray lubricant can help protect the screens from more rust.

Dear Carrells: Our new household alarm system came with smoke detectors, so I had several older battery operated ones to sell or give away. I decided to give them to friends and neighbors, but I kept one to put in my garage. I don't know why every garage doen't have one. A garage certainly would be a good place for a fire to start. Well, at least if a fire does start in my garage when I'm home, I'll know about it before it gets too serious.

Dear Al: For sanding jobs and other projects that require a lot of good ventilation, I always set up my box fan in the window of my shop. It helps suck the dust and fumes out of my work area. One time I even added a filter. The old furnace filter was just sitting there waiting to be thrown out. It helped spare by bushes from being covered with dust again.
