Hottest Day of the Summer.

Today has been the hottest day of this summer. Scarcely any breeze was blowing and the radiating shafts of heat that reflected upward from the scorching street filled the atmosphere with a double distilled extract of caloric that was almost unbearable.

At 9:30 a.m. the thermometer stood at 96 degrees. At noon it was 100 and at 1:30 p.m. some thermometers on the north side of the square registered 104. The different thermometers around the square varied from 101 to 104 degrees.

Found 12 Bushels of Wheat.

Wm. Garrison, living six miles south of this city, ran across six sacks full of wheat, laid up in a hazel thicket and covered with brush and leaves, this morning. It is barely possible that some over-loaded farmer left it there until his return from mill, but is more likely a case of finding stolen property.

Planning Proposal Waits in Line.

The question of whether the proposed Jasper County Comprehensive Plan will appear on the November election ballot has not yet been determined. According to Jasper County Clerk Jim Lobbey much depends on the Joplin City Council.

"As I understand," said Lobbey, "they’re going to make a decision whether or not they’re going to hold an election at next Monday’s meeting, If Joplin puts the water park issue on the ballot in November then the planning issue will be on the ballot also."

According to Eastern County Commissioner Ben Johnson, the County does not want to bear the entire cost of a special election. If the water park issue is placed on the ballot, the County will share the cost. If not, says Johnson, the planning issue will be placed on a latter ballot, possibly in April of 2000.

"All I have is hearsay," Lobbey said. "The county just runs the elections. No decisions have been made yet. Right now we’re just waiting to find out of anything is going to be filed."

The deadline to file, in order to be placed on the November ballot, for both Joplin City Council and the County Commission is August 24 at 5:00 pm.

Concerns by voters have been addressed at hearings held by the Jasper County Planning Commission during the last year. The Jasper County Planning Commission was appointed by the Jasper County Commission and is made up of one representative of each of the County’s fifteen townships.

The Commission has recommended "that the following issues should be included in the Jasper County land use regulations in order that the voters will have a clear picture of what it would mean to them."

"All land in the unincorporated areas of the County is agricultural or mined areas unless it is currently being used otherwise.

" The County has a responsibility to adopt and enforce regulations regarding water quality overall and that land use regulations should include protections for the health and safety of citizens and basic guidelines for protection of the environment.

"Land use regulations should include specific guidelines for the location and operation of Confined Animal Feeding Operations (CAFOs) in order that operators and neighbors know where each stands.

"Some areas of the County, like the chat fields, are inappropriate for residential use and should be zoned as commercial/industrial.

"Subdivision regulations should be adopted by the County to govern issues of density and service delivery. The County zoning law should include a permitting procedure that isn’t burdensome to the applicant yet is open and accessible to potential neighbors of the applicants.

"Deliberations by the County Planning and Zoning Commission should include sufficient time and appropriate forum for public input. As a matter of policy the commission should consult with the planning and zoning commission of any Jasper County municipality when issues of land use involve property within one mile of a municipality with zoning regulations in place. For municipalities without regulations, the Commission is required by statute to exercise jurisdiction. Municipalities with planning area zoning in place which conform with Missouri law are Joplin, Carthage, Carl Junction, Webb City, Carterville, Jasper, Alba, and Carytown.

"Commercial/industrial zoned property should be buffered from other uses. The zoning law should specify and describe appropriate buffers. Buffers are the responsibility of the commercial/industrial user when that user is developing in residential or agricultural land that has been rezoned.

"State and federal law govern the placement of manufactured homes. When placed in conformance with such laws, manufactured homes should be treated as site-built residential units.

"Future land use planning should include consideration of recreational opportunities in the County."

It appears from reports that mainly aginers are showin’ up at the scheduled County plannin’ meetin’s. That’s good from the stand point of those wantin’ to convince ‘em of the benefits I suppose. At least they have a chance to approach those who would prob’ly vote against.

It’s always good ta see the County not wantin’ to spend money in wasteful ways. The idea of piggybackin’ the plannin’ issue with the propose Joplin Water park works for savin’ money, but no doubt will assure that a good portion of Joplin voters will also be votin’ on the plannin’ issue. The idea that folks inside municipalities get to vote on the issue that affects others out side the towns so dramatically prob’ly rubs some a little the wrong way, but them’s the rules.
