A Chronological Record of Events as they have Transpired in the City and County since our last Issue.

A Shooting at Duenweg.

A shooting occurred today at Duenweg, at the home of Wm. Reynolds. Mr. Reynolds, who is a member of the petit jury at this term of circuit court, was excused to go home on account of it. Cook is the name of the man shot and a man named Boyd did the shooting. No particulars concerning the shooting could be obtained although inquiry by telephone was made.

Harry Myers of Mexico City, Mex., is here for three days' visit with his parents while on his way to Chicago. Harry is chief clerk under the general manager of the Mexican Central railroad and his brother, Billy Myers, who is also in Mexico, will begin the first of the month as secretary to the general superintendent of the same line

Mrs. J. B. Rogers and baby went up to Nevada this morning for a month's stay.

Speed Limit May Come down on HH.

During the Public Safety meeting last week, Police Chief Dennis Veach stated he met earlier with MODOT, City Mayor Kenneth Johnson, and City Administrator, Tom Short to discuss the speed limit on HH within the City limits. Veatch said after studing the route, MODOT "agreed to lower the speed limit to 45 from 571 west, through the interchange to the West Outer Road.

Veatch also said that MODOT agreed that intersection at HH & Hazel Street should have a traffic control device, but will be placed on a ‘needed, but unfunded’, list of improvements until the monies are available. Mayor Johnson read a letter he received from MODOT stating an earlier traffic study reinforced the need for a stoplight as well as needed road improvements at the same time. The letter further stated that if the City or developer wished to fund the project MODOT would be willing to work with them.

No improvements at HH and Chapel Road were considered justified at this time. A motion by Committee member H.J. Johnson to lower the speed limit and submit a request for a Council Bill passed 3-0.

 

County Commissioners Squeeze Juice Bars.

The Jasper County Commission unanimously approved an ordinance designed to restrict the activity of the so called "Juice Bars" in the County during its regular Thursday morning meeting yesterday. The ordinance will take effect June 1, 1999.

The are currently two such establishments in the County, one just north of Carthage and one recently opened outside Carl Junction.

The businesses do not serve alchohol and therefore are not controlled by many of the State restrictions regulating more traditional nude dancing operations.

The City of Carthage enacted zoning regulations several years ago that have thus far discouraged any juice bars from locating in the City limits. Jasper County has no zoning authority at this time and until recently there seemed there was no way to discourage other similar operations. The ordinance in its entirety.

Be it ordered by the Commission of the County of Jasper, Missouri as follows:

Section I: Definitions.

1) "Adult cabaret," a nightclub, bar restaurant, or similar establishment in which persons appear in a state of nudity in the performance of their duties:

2) "Nudity," the showing of either:

a) The human male or female genitals or pubic area with less than a fully opaque covering; or

b) The female breast with less than a fully opaque covering on any part of the nipple.

Section II: A background check shall be conducted on all employees of any adult cabaret to ascertain whether any such employees have been convicted of or have pled guilty to any misdemeanor or felony involving prostitution or aiding or abetting prostitution, drug possession or trafficking, money laundering, tax evasion, or illegal gambling activity.

Section III: No person shall be admitted into any adult cabaret within the county who has not attained the minimum age of 21 years.

Section IV: A minimum of three security personnel shall be present on the premises during all hours of operation. Said security personnel shall meet the same requirements as that of a deputy sheriff of Jasper County, Missouri.

Section V: The employer of any adult cabarets within the county shall conduct random testing for the presence of illegal substances within the blood or urine of all or any employees at least one time per calendar month.

Section VI: Adult cabarets within the county shall require that no live public nudity shall occur within ten feet of any person observing such nudity.

Section VII: Any person violating the provisions of this ordinance will be subject to the penalties as other wise provided by law.

Part of the fun of bein’ around the news business comes from tryin’ to get a story out that the competition either misses or overlooks. That competitive spirit sometimes gets extended to others aspects of the business. Another part of the responsibility of the news types is ta document the comin’s and going’s in the community.

If ya haven’t noticed, the evenin’ newspaper is short one member of management. Randy Turner is no longer on the staff.

Although I have frequently disagreed with many of Randy’s writtin’s, he has contributed to the community for the last several years and I know there are folks who will miss his editorial style and enthusiasm, frequently speakin’ out for what he perceived as the "underdog." Most would have to agree he was noticed in Carthage.

This is some fact, but mostly,

Natural Nutrition.

Listening to the news yesterday (a depressing, yet necessary habit) and it seems the pollen from the genetically engineered corn is killing the monarch butterfly. Of course, the company mainly responsible for these "new" seeds, state that it is not true and scoff at the concerns "naturalist" have for such insignificant happenings. Why are we buying into destruction?

On a happier note, the city of Carthage is taking a great stand for preserving and educating the community on trees. A tree is not just a thing of beauty, but a necessity for our health...yes, we all breath oxygen to mention just one of the many facets of a trees life.

The red clover is in bloom. Traditionally red clover has been used as a blood purifier. In the four element of classification of herbs, it is in the air category which includes bitter, cleansing and functional herbs. These beautiful blossom can be gathered and made into a delicate infusion sweetened with a bit of honey. My family has used it for treating poison ivy rash. It is in a blood purifying formula which helps to stop the spread of aggravating condition. My twins are susceptible to poison oak and ivy breakouts each season but have shortened the duration of the breakout by taking therapeutic doses of a blood purifier blend avoiding the shots just to stop the itch.

Next are the juniper berries. Dr. H. C. A. Vogel, The Nature Doctor, who is a very practical herbalist, addresses the culinary as well as medicinal benefits of this native berry. It can be added to sauerkraut for flavoring as well as made into a foot bath to help those suffering from gout. "Suffers from gout and rheumatism find that juniper berried are an excellent remedy because they help increase the elimination of uric acid by way of the urine." He cautions that if one suffers from kidney disease, very small amounts should be used. Juniper berries are categorized as a bitter herb.
