1897 INTERESTING MELANGE. A Chronological Record of Events as they have Transpired in the City and County since our last Issue. A Record Broken. Female Department of the County Jail Empty for Three Days. For the first time since the administration of W. H. Warren as sheriff of Jasper county, the female department at the jail has lacked an occupant. For three whole days, ending yesterday, not a woman or girl of whatever age, color or previous condition of servitude, stared out of the upper windows of the jail at the passers by on East Fourth street, and Turnkey Jeff Plummer gazed about in a helpless sort of way, as though the old jail did not seem quite the same. But such an unwanted goodness among the fair sex could not last, and yesterday one Alice Simons was brought up from Webb City to serve eight days for lewd conduct. She is as yet solitary and alone. The entire population of the jail is now only 48, but a big increase is expected with the first frost, as the hoboes begin to break into prison for winter quarters about that time. |

Legal Services Recommended. At a special meeting Monday afternoon, the Finance/Personnel Administration Committee voted to recommend securing the legal services of Stephen Crystal of Armstrong, Teasdale, Schafly and Davis of Kansas City. The Committee wants to retain Crystal to advise the City on matters relating to telecommunications and electrical deregulation. "He was the expert brought forth by MML (Missouri Municipal League) regarding the issues were facing with the franchising and the telecommunications industry changes that are coming forth and the electrical deregulation, " said Committee Chair Lujene Clark. Clark requested and the Committee voted to add emergency language to the motion. According to Clark, City Clerk Barbara Welch has received inquiries from telecommunications companies about coming into the City and the City has no regulations which adequately address the situation. "It was stressed repeatedly (at MML) that if you dont have something on the books, get something on the books, " Clark said. "There will be changes forthcoming in the next year, however, you need to at least cover your bases as quickly as possible." If the Committees recommendation is approved, Crystal would also be available to advise the City on any matters the Council deems necessary. Crystal has offered the City a reduced rate of $125 an hour for advice and necessary paperwork as requested by the City. Jake Talkin' Mornin', I don't know 'bout most, but it seems that once ya break a twenty dollar bill it just disappears. Nowadays, even a fifty or the occasional hunderd seem ta evaporate in a similar manner. This seems to occur even if ya tucked that spare twenty back in the corner of the wallet and it sits there for a month or two. All the sudden ya find yourself without change for a pack a gum, the next day the twenty's gone. Can't even 'member where it went. It just seems it's easier to not spend money when ya don't have any. The City has accumulated near a million dollars tucked away over the last few years. It came through some hard battles over a thousand or two here and there. It appears that some much needed improvements may come from that nest egg. Some long overdue sidewalk repairs for one. The fear of some is once we open the pocketbook, it becomes easier to unload it, or worse yet there could be a scramble to fund pet projects. How 'bout payin' off the Police Station? Just a thought. This is some fact, but mostly, Just Jake Talkin'. |

Column Click and Clack Talk Cars. Dear Tom and Ray: I drove my mother-in-laws 84 VW Quantum over to my house to take a look at her muffler. I backed her car into my driveway that slopes downhill to the garage. When I got out, I could see I needed to back it up another foot or so to get clear of the front walk. I got back in the car and figured I would not bother to dig my keys out of my pocket again, and just let it roll backwards using the brakes. I eased just a bit off the foot brake to permit the car to roll a few feet, stepped on the brake to stop and found nothing. I pressed extremely hard, but the car continued to accelerate. I pumped the brake, fearing the master cylinder had leaked down ... nothing. Im wondering, what happened? - John Tom: My guess is that something was indeed wrong with the car. And it was probably a leaking power-brake booster. The power-brake booster has a diaphragm in it thats supposed to hold a "vacuum reserve." That way, even with the engine off, theres still enough vacuum in the booster to "power" the brakes for another stop or two. Ray: But if that diaphragm had a small hole in it, it wouldnt hold the vacuum reserve for very long. You wouldnt notice this during normal driving, because the engine is constantly creating new vacuum. But once you stop, air would leak in, and youd lose that vacuum. |
